Although institutions geared for housing juvenile delinquents have existed since at the start of the 20th century, it was only in the 1960s when juvenile detention institutions began placing larger emphasis on programs that provide rehabilitative and reforming care, as well as on schooling and vocational training to the incarcerated youth.
